ANSWER:
The auction is held annually. Usually in November. In Yakutsk. Venue is Krouzhalo Trade Center in downtown, behind Tygyn Darkhan Hotel.
The event is arranged by SakhaExpoMammoth LLC and the Ministry of Small Businesses (http://www.minpred.ru, in Russian only).
