Biography
Born in Yakutsk on January 13, 1960.
1981 – 1985. Worked in the state repair construction company “YakutskEnergoSpezRemont” as a foreman, senior foreman.
1985. Graduated from the Engineering Technic Faculty of Yakutsk State University with a major in construction engineering.
1985 – 1991. Worked in the system of housing and communal services in Yakutsk. Last position was the chief of a managing housing and communal trust.
1992. Graduated from Russia’s Academy of Management with degree in public management.
1992 – 1996. Deputy Vice-Chancellor of Yakutsk State University with responsibility for the university’s finance.
1997 – 1998. Chief of the Housing and Communal Department of Republic’s State Committee of Energy, Housing and Communal Services.
1998 – 2000. 1st Deputy Mayor of Yakutsk.
2000 – 2006. Minister of Small Business, Tourism Development, and Employment of the Republic of Sakha (Yakutia).
2006 – 2008. Official Representative of the Republic of Sakha (Yakutia) in the Far East Federal District. Based in Khabarovsk.
May – Jun., 2008. 1st Deputy Head of the Administration of President and Government of the Republic of Sakha (Yakutia).
Jul. 2008. Appointed Deputy Chairman of the Government of the Republic of Sakha (Yakutia), replaced Arthur N. Alexeev.
